Scott's Story

With more than 30 years of experience in healthcare operations, patient flow, and EMS leadership, Scott Dunbar is a servant leader dedicated to improving the systems that support patients, clinicians, and communities. Throughout his career, Scott has led high‑impact operational, clinical, and process‑improvement initiatives across several major health systems in the Philadelphia region. His work spans hospital patient flow management, interfacility transfer operations, 911 emergency medical services operations, and large‑scale organizational integration.

Scott has directed complex patient movement and EMS entities, overseeing thousands of annual transfers, transport requests, and bed assignments while consistently driving measurable improvements in quality, safety, and service. He is recognized for building strong, positive cultures—marked by exceptional staff engagement, low turnover, and a shared mission of caring for people.

A certified Lean Six Sigma Black Belt, Scott brings a disciplined, data‑driven, and collaborative approach to solving operational challenges. His leadership has resulted in significant performance improvements, including reduced system leakage, major revenue gains, groundbreaking prehospital care innovations, and redesigned clinical workflows that improve throughput and patient safety.

Scott holds an MBA with a focus on Innovation from Thomas Jefferson University and a BS in Organizational Leadership, graduating summa cum laude. His work has earned numerous awards, professional recognition, and publication in peer‑reviewed venues.

Grounded in the principles of servant leadership, Scott’s mission is simple: to care for people by fixing broken systems and processes in healthcare. He partners with hospitals, health systems, and EMS organizations to improve operations, strengthen culture, and create sustainable, high‑performance systems that put patients and caregivers first.

Scott lives in the greater Philadelphia area with his wife and is the proud father of two grown children.
